For a long time，the urbanization mode of China showing a clear urban-rural split，low level of urbanization，slow process，etc.，and leading some questions，such as the widening development gap between urban and rural areas，poor factors mobility between urban and rural，the efficiency and fairness of socio-economic development are at a lower level.Over the past decade，China is in the industrialization and urbanization，rapid promotion period，the strength significantly increased，the overall strategic transformation from quantity expansion to quality improvement become an important task of the current development，the new urbanization building characteristics of urban-rural composition is the core of strategic transformation.This paper proposes the strategic thinking and approaches on pushing urban-rural integration development based on the analysis the connotation，basic characteristics and criterion of urban-rural integration.
