Chinese construction industry migrant workers are described as“indenture workers of twenty first century”. Under the coat of flexibility and high salary，there exist serious working and living condition problems—lack of labor contract，intensified labor risk，liability of salary etc. How to raise consciousness and facilitate effective action as the base of transforming unfair labor regime of construction industry is the unique mission of Chinese social work. The study，based on a case of an agency serving construction industry workers，primarily explores transformative social work model in china：long-term education of citizenship and class consciousness，facilitating workers union，connecting with support of under-graduate volunteers，and social advocate by public intellectuals，promoting construction migrant workers’ expression of rights and striving for empowerment of construction workers.
