This is a case study conducted in Shanghai focusing on the policy effect of socialized social welfare on the agencies of institutional care for the elderly. Based on the literature review，in-depth interviews and participant observation，the authors mainly discuss the outcomes of policy implementation of socialized social welfare in a concrete context. The research shows that there is still a problematic situation related to the equity of social welfare resource distribution although this policy improves local welfare resource allocation and strengthens public interest.
