Marine economy has become a new field of current world economy.The international environment leads the development of China’s marine enterprises，domestic policy also support the marine economic development to the strategic height of hitherto unknown.Based on the combination of qualitative and empirical analysis，the report analyzes the main problems in the development of marine economy，predicts the main index and development trend of China’s marine economy in 2012，and provides relevant policy recommendations in order to accelerate the implementation of the strategic transformation of marine economy.
