However，according to the survey，the public cultural needs of people in our country tends to show an elastic development while the government’s current supply is still inelastic. To solve this contradiction，we should treat satisfying the people’s spiritual and cultural needs as the starting point and the foothold，and pay attention to the reform and innovation of the public cultural service system and mechanism.
