<<Japan and DPRK were part of the two opposing camps in the United States and the Soviet Union. The two countries have been in a state of hostility during the Cold War. Since the end of the Cold War,DPRK has been the only Asian country which has no diplomatic relation with Japan. During the negotiating process to normalize relations, the two countries both took the position of the other country when the cold war ended. The reason of Japan’s negative attitude to North Korea’s “active diplomacy” during the Cold War was the influence from U.S. and ROK after the end of World War II. After the end of the Cold War,the difference of the focus of the two countries caused the failure of normalization negotiations. In addition,Japan’s policy toward DPRK is lack of consistency and has no clear objectives, which is difficult for Japan to achieve substantial success.
