Yuan Shikai，as the business committee member of Qing Dynasty to Korea from 1887 to 1891，adhering to the will of the Qing government to deal with the “Piao Dingyang Event” and thus caused the diplomatic dispute with Korea. But as the negotiations with Korea Dynasty failed，Yuan Shikai changed his tough approach to a gentle way from 1890，and finally performed his duties on the basis of decent. Historical facts shows that the evaluation of Yuan Shikai during the period is not objective and fair.
