新加坡的华文教育政策涵盖于民族政策、教育政策、语言政策之中,从自治以来,一直以社会多语和个人双语为基本精神。双语政策的实施及1978年、1991年新教育制度的实施和改革对华文教育来说是釜底抽薪之举。追求多元主义民族国家的认同一直是新加坡华文教育政策的主导,精英教育的治国理念造成了新加坡华文教育日益衰竭的现实,威权主义的统治制度制约了新加坡华文教育的自由发展,实用主义的政策取向使英语逐渐挤占华文教育的生存空间。虽然日益西化的文化观念使华文教育发展前途显得十分黯淡,但新加坡新老领导人对儒家精神的强调和对亚洲价值观的重视是华文教育政策转向的希望。新加坡新老领导人已经意识到华文教育的日益消亡造成了他们一直强调的儒家伦理和亚洲价值观的弱化,引起了一系列的社会问题,他们在呼吁并采取措施加强新世纪的华文教育,相信未来新加坡的华文教育会有所改观。
<<Embedded in Singapore’s ethnic policy,education policy and language policy,the Chinese education policy of the nation has been taken multi-lingual society and bilingual individual as its fundamental guideline since Singapore regained its sovereignty.The implementation of bilingual policy,the implementation of new education system in 1978 and its reform in 1991 was devastating to Chinese education.The pursuit of a pluralism national identity has been the core guidance of Singapore’s Chinese education policy.The elite nation ruling concept,the authoritative political system,the pragmatic policy orientation and the increasingly westernized culture awareness have restricted Chinese education’s free development,squeezed its living space and left it with a bleak future.The leaders of the nation have realized the declining situation of Chinese education has caused the weakening scenario of Confucian ethics and Asian values which they had stressed.This has causal effect on a series of social issues.They called on to take measures to strengthen Chinese education in the new century,which makes the future of Singapore’s Chinese education more promising.
