有些人认为当前是中国开放资本账户和加快金融创新的好时机，这种时机判断很大程度上受到了美国虚假经济复苏的舆论误导。多年来我一直撰文指出这次危机具有摧毁美欧金融体系的巨大能量，当前美欧中小规模的金融地震频发是不容忽视的反常现象，是具有毁灭性破坏能量的金融大地震爆发的先兆，从美欧救市资金规模远超两次世界大战的军费总和却无济于事、美欧金融动荡未能趋于缓和反而加剧就能清楚地看出这一点。当前中国在全球经济陷入漫长的剧烈动荡时期开放资本账户，就仿佛在全球洪水泛滥时期拆除防洪堤坝一样面临着极大的危险。
<<Some people believe that accelerating China’s financial reform and opening-up of China’s capital account is a proper time at present. They have been misguided by the apparent economic recovery in the U.S.. The frequent economic turmoil in the U.S. is not a normal phenomenon，but a dangerous omen of a coming major destructive financial crisis，which should be considered in our policy formulation.
