On August in 2007，the State Council issued the document of some opinions concerning how to properly resolve the problems encountered by the low income urban households in housing. In this document，the primary objectives，the principles and guidelines of the housing security system in China has been further clearly defined. In this paper，the writer introduces the main background of the new policy of real estate，explains its influence on China’s housing security system in seven respects，and presents the implementations in the local cities since the new policy issued.
