Data real-time gathering and the transmission is the pre-warning technology key in water resource informationization. This article introduced the flood control and disaster reduction system research present situation and the existence question，application of the Internet of Things technology to real-time gathering information，proposed the flood control and disaster reduction system principle and the overall construction，lay the foundation for the flood control and disaster reduction system establishment.
