This paper analyzes the overall implementation of science and technology development of Guangzhou during the 11th five-year plan，summarizes the achievement and experience and identifies the problems and shortcomings according to the development goal and task set up by the science and technology planning. Meanwhile，research is conducted via comparison with domestic and international innovative cities；besides，the science and technology development of Guangzhou during the 11th five-year plan is comprehensively evaluated as per China’s science and technology monitoring system and appraisal system of innovative city. The research reveals that Guangzhou has obvious advantage in ownership of scientific and technological resources （including the scientific and technological manpower and conditions），activity level of trading in technology market，perfect level of industrial structure and other aspects，but also has very apparent disadvantage in the enterprises’ innovation ability，original innovative ability，industrialization of high and new technologies and other aspects.
