In this article，by combining the advanced experience of regional development of innovative policies at home and abroad and the innovative practice of Guangzhou Development District in recent years，we summarized the basic framework of the innovation policy system，including direct subsidies，indirect subsidies，stimulate demand and promote cooperation，innovation and service. Around this framework，we pointed out the basic content of innovation policy system of Guangzhou Development District. And we focused on how Guangzhou Development District transformed the above policy framework content into the concrete operational policy guiding principle，to promote the enterprise innovative activities and regional innovation capability. Finally，we pointed out the problems of innovation policy system of Guangzhou Development District，by connecting the actual policy execution situation in Guangzhou Development District. At the same time，We put forward some related proposals from the aspect of policy systematic characteristic，pointed and effectiveness.
