Beginning by addressing the challenge Guangzhou faces in the development of talent pool，this paper makes a comprehensive summary of the achievements of Guangzhou in the building and development of talent pool since the first National Talents Conference；analyzes the problems and shortcoming of Guangzhou in this area by comparison with other central cities and leading cities；and proposes an approach to achieve scientific development of central city by the implementation of talent first strategy，innovation of talent development system，optimization of conditions for business creation by talents，enforcement of talent poll building，and establishment of comparative advantage in talent competition.
