在人才作用日渐凸显的时代里,高层次人才更成为经济全球化竞争日趋激烈条件下制胜的核心战略资源。为进一步做好对海外高层次人才的相关配套落实工作,我们通过电话采访、个别面谈、座谈会等方式,着重对广州现有获评的海外高层次人才进行了调研分析,从他们的实际需求出发,关注在穗创新、创业所遇到的困难或者瓶颈,同时对比当前长三角地区和兄弟省市相关政策做法,争取从源头解决存在的问题,提出创新机制、整合平台、优化环境、细化政策的具体办法,为市委、市政府下一步的高层次人才政策提供决策依据。
<<In the era of talents’ function getting more prominent,high-level talents become the core strategic resources to succeed in the fiercer economics globalization competition.To improve the implementation of the relevant facilities prepared for (overseas) high-level talents,we have conducted surveys and made analysis on the recognized Oversea High Level Talents in Guangzhou through telephone interviews,personal interviews and forums. Considering their actual needs,with concerns in the difficulties and bottlenecks during their creativity and entrepreneur efforts in Guangzhou,in comparison with the related policies and measures of Yangtze River Delta as well as brother provinces and cities,we strive to solve the existing problems from the origin,and propose the specialized methods of innovative mechanism,integration platform,optimum environment and detailed policy,providing the grounds for government to formulate the following high-level talents policy.
