Through the analysis of the characteristics and existing problems of local government science and technology input system，the report proposes the policy framework of encouraging and constraining local government fiscal science and technology input behaviors，which may offer valuable reference in improving Guangzhou fiscal science and technology system and in establishing local government fiscal science and technology input policy system with China characteristics.
