Contract energy management plays a major role in China at this stage to reduce energy consumption and conserve natural resources. With the support of China’s tax revenue and financial policies，the pace of the development of contract energy management is accelerating. This paper analyzes how China can do to promote the development of the contract energy management by learning advanced experience in form of policy，taxation，management，evaluation and recommendations from the United States and Europe.
