本文在深入的个案研究基础上,运用科尔曼的理性选择理论作为分析工具,把政府购买服务的双方视为科尔曼分析框架中信任关系的“委托人”和“受托人”。政府通过理性选择在不同的历史时期和社会组织发展程度的情况下,形成不同的购买服务模式,以及管理、监督、评估制度,最重要的目的就是提升社会组织的可信任度。而社会组织也通过积极满足购买服务的要求,提供自身专业性的信息,来提升政府对其的信任度。因此,作为本土化的购买服务的理性选择是基于“制度信任”和“组织信任”的双重机制。在此前提下,本文围绕两个理念(即“法制化”理念和“增权”理念),来深入讨论如何进一步完善政府购买服务的制度和模式。
<<In this paper,the authors aim to explore the mechanim of government purchasing services based on the ideas of legitimation and empowerment along with case studies. By employing a theroetical framework of rational choice,this paper attempts to interpret how the dual mechanism of institutional trust and organizational trust play siginficant roles in influecencing the decision-making of service purchasing in the context of social changes. The authors argue that social service organizations have potentials to search possible channels to increase their legitimacy of interacting with government. On this premise,the authors discuss about how to improve the service pattern and deepen the institutions of government purchasing services.
