In order to adapt to the new situation of the floating population and improve the service and management of floating population，it is necessary to construct the Beijing residence permit system. The residence permit is a living proof in Beijing for floating population，and the functions of residence permit system should be focused on the service and guarantee. There are some suggestions for Beijing residence permit system that adopt “one card” mode and the entitlements of floating population are divided into basic public services and higher levels of interest. In addition，the residence permit system should formulate regulations that floating population settle in Beijing by the integration.
