The basic requirements of the coordinated development of population resource and environment based on the rail transportation，should increase the density of the core area，expand the outer suburb district and the surrounding province urban rail transit coverage，improve the bearing capacity of water resources，improve the proportion of new low carbon energy，take the innovation of operation mechanisms，and promote the infrastructure development and population，resources and environment coordination.
