本文客观考察和分析了贵州进城农民工子女教育的现状与特征、困境与障碍、路径与对策。从教育条件看,当前进城农民工子女在教育资源的享有、教育环境的选择、教育机会的获取等方面仍处于“边缘化”状态,未能真正享受教育上的“同城待遇”,呈现出教育权利与现实机会的发展错位;从发展困境看,受经济、政治、文化、教育等多重因素的影响,致使进城农民工子女教育条件的改善仍面临着经济水平的制约性、政策法规的滞后性、学习条件的有限性“三大”困境。基于此,提出了“立足长远、健全法规、令行禁止、强化监管、改革创新”二十字的发展对策与思路,以供党委、政府及相关职能部门决策参考。
<<This research objectively analyzes the current situations,plights and countermeasures about education of migrant children. Regarding the educational conditions,migrant children are in the edge of educational resources,educational environment,and educational chances. And they do not have identical treatment in education,which shows the dislocation of education rights and realistic chances. From the development plights,improving education conditions is constrained by the economic development level,lagging policies and laws and restricted learning situations. So this research presents the following countermeasures and suggestions for party committee,government and relevant departments’ reference as:based on a long-term development,perfect laws and regulations,and strictly obey orders and prohibitions with supervision strengthened,while reform and innovation should be carryout.
