In recent years，Guizhou Provincial government have proposed sparing no effort to implement “9+3” education project that is consolidating nine-year compulsory education，carrying out three-year free secondary vocational education and making senior secondary education basically universal. This paper makes some relevant countermeasures and suggestions on further implementing “9+3” education plan in Guizhou Province and make huge population pressure become enormous human resource based on the practice of Guizhou Province.
