当前文化创意产业发展遭遇到的瓶颈是上层建筑不能适应经济基础,突出表现在基于外延的行政性市场分割严重阻碍了文化创意产业收益递增内涵特性的发挥。本文从转型和发展两个角度,分析了文化创意产业所具有的收益递增特性及其对市场规模的强调和长期增长的影响,同时归纳了中国市场条块分割的典型事实,认为这种行政性市场分割已经成为中国文化创意产业发展的制度障碍。本文提出的建议是:第一,转变政府行为,减少资源配置扭曲和行政性市场分割,使其从私人产品供给者转变为公共产品提供者;第二,深化体制改革,强化市场在文化资源配置中的基础性作用;第三,放松管制,提高文化企业的自生能力,推动文化市场的包容性发展。
<<The bottleneck encountered in the development of creative industries is that the superstructure cannot meet the need of the economic base,especially in the contradiction between the administrative market segregation and increasing returns to scale which is the characteristics of the creative industries. Based on the two scopes of transition and development economy,this paper analyzes the role of scale effects to the development of creative industries,summarizes the stylized facts of administrative market segregation of the China’s economy as the institutional barriers to the long-term development of the creative industries. The policy implication of this paper are:① government transformation to reduce the resource allocation distortions and administrative market segregation,and becomes suppliers of public goods other than private goods;② deepen the reform of economy system to strengthen the basic role of the market in creative industries allocation;③deregulation to improve the viability of the firms of creative industries and to promote its inclusive development.
