Under the reform of the public service unit categorizing and the deepening reform of the state-owned art troupes，the139 art troupes are retained as public service institutions. Not only do the institutional art troupes assume significant public service functions，they also have the practical requirements for the social services which are market-oriented and society-oriented. Realizing enterprises management as well as reforming inner system and mechanism to enhance vitality of art troupes，is an important path to promote the reform and development of art troupes system.
