2007~2012年,我国城乡居民家庭文化消费支出总量保持稳步增长,文化娱乐服务支出比重进一步上升,增速超过文化娱乐用品支出,但人均文化消费支出增速持续低于人均收入增速。同期,城乡居民家庭文化消费差距进一步拉大,但差距增速递减。城乡人均文化消费支出增速出现反转态势,城乡文化消费支出差距与收入差距呈现反向关系,农村文化消费意愿有待提高。引导、促进文化消费,一要重视城镇居民文化消费新热点,鼓励新兴文化消费快速增长;二要降低保障性需求负担,提高农民文化消费意愿;三要充分发挥市场在显示真实消费需求和配置文化资源方面的基础性作用;四要健全文化消费的法律法规、政策体系,积极营造良好的文化消费环境。
<<2007-2012,the growth of total cultural spending of China’s urban and rural households maintains steady,the proportion of cultural and entertainment services spending rise further,and the speed increase over cultural and recreational goods speeding but the growth of cultural consumption expenditure on average is lower than which of income. At the same time,the gap between urban and rural household cultural expenditure is becoming larger but growth of gap has been slowing down. The growth rate of cultural consumption of urban and rural became reversal,there is reversal relationship between gaps of income of urban and rural area and consumption intention of rural area needs to be improved. Guiding and promoting cultural consumption,one should pay attention to the new hot spot of cultural consumption of urban residents,encourage the rapid growth of the emerging culture of consumption;Secondly,we must reduce the burden of security requirements,improve farmers’ cultural consumption will;Thirdly,we must give full play to the market as the fundamental role of showing real consumption needs and culture resources allocation;Fourthly,improve the laws and regulations of cultural consumption,construct policy system,actively create a good cultural environment for consumption.
