Recent incidents of psychopaths in Beijing reflected the problems of vacancy of control of psychopaths without Beijing hukou and dysfunction of control of some with Beijing hukou.The setup of legal liability is inadequate to foster the guardians of psychopath to carry out their full responsibility.To improve the legislation，contents such as management of categorization，adjustment of sphere of guardians and requirements compulsory of medication shall be added.
