In 2013，there were several shocking criminal cases of revenge-on-society has happened in Beijing，which brings to more and more attention of the society.Through systematic analysis，we found that the importance of Beijing leading some criminal cases of revenge-on-society transfer from the local authorities to Beijing，which is seriously harmful to Beijing’s public security and China’s international image.Therefore，after an objective assessment of current system and defusing mechanism for social contradictions in China，to explore the fundamental causes and the multi-pronged countermeasures，such as the system construction，management innovation，of this kind of crime actively is imminent.
