Innovating social management and improving the scientific level of the social management are important contents of the comprehensive social construction.However，strengthening management of the virtual society of the networks serves as an essential segment of improving the scientific level of our social management.Shuangjing street of the Chaoyang district has established a virtual community，namely “Shuangjing 13 community” based on 12 real communities and by performing some specific actions，which include having a healthy，positive，open and tolerant attitude；taking Shuangjing culturure as the focus，making use of some communication means （such as microblogging，WeChat，websites，mobile terminals，etc），taking network society and network volunteers as the embodiments.These initiatives applied the methods of Party’s mass work to the practices of virtual community management and achieved good results，which can be considered as a new attempt for the innovation of the virtual social service management.
