According to strategic target of building modern Social organizations system quickly which separate Social organizations from governments，right and responsibility are distinct，self-governing by laws stated in the 18^th National Party Congress of CPC Report，the paper analyze the current situation，features and problems of Social organizations in Haidian District，taking use of statistics，questionnaires and in-depth interviews.Furthermore，the paper proposed to have scientific top-level design and accelerate Social organizations development by government，society and Social organizations themselves，emphasizing both support and supervision.
