To people’s satisfaction as basic standards，in order to enhance the security and greater public satisfaction as the ultimate purpose，Jiyuan adhere the safe，and the rule of law，Jiyuan for spindle core，solid efforts to promote safe and security work，has achieved initial success. However，there are still busy facilities update lag，funding guarantee weak，contradictions and problems. The author suggested that Jiyuan deepen the safe and security，maintain social fairness and justice should be as the core value of safety construction work target，regional environment under the rule of law should be further optimized，three-dimensional should strengthen public security prevention and control system of construction，at the same time，promoting the enforcement of the judicial system reform，establishing and perfecting the science of the rule of law environment construction index system and assessment standards.
