By using the research method of the relative carrying capacity of resources and environments，the relative carrying capacity of water，land and other natural resources and environmental in Jiyuan have been calculated comparing to the capacity level in Henan province. The result shows that the relative carrying capacity of resources and environments of Jiyuan is overloading. It must be carry out special countermeasures such as optimization of industrial structure，improving the system of economical and intensive utilization of resources and environmental protection mechanism，and so on.
