This paper outlines major global political and security development and trend in 2009：1）impacts of global economic crisis；2）implications of Obama’s “New Deal”；3）reconstruction of international financial and climate regimes；4）trend of emerging powers；5）tendencies of global security；and 6）new achievements of China’s diplomacy and in its international image.All these processes include both challenges and crises on the one hand and opportunities and development on the other hand.Whether the crises continue to deteriorate or be improved depends on the national policies and the multi-factor interaction in the international environment.The author finally highly praised China’s achievements in diplomacy at the sixtieth anniversary of China’s founding；nevertheless，he also points out the complex situation of international relations China experienced in 2009.
