Along with the world’s rapid economic and technological development in a relatively peaceful environment，the various disasters have posed a challenge to countries in an unexpected way and with an unexpected frequency. The devastating disasters usually happened in certain regions，especially some under-developed countries. Emergency requires management. In a certain sense，people survive and develop through the successful management of numerous natural and man-made disasters. The higher the level of civilizationis，the more successfully people can handle the disasters. Early warning and early action is the principle for future disaster preparedness and reduction. Emergency and disaster management will be a major task for the UN and other international organizations in the long run. The establishment of Global Network of Civil Society Organizations for Disaster Reduction in 2008 not only signifies the beginning of global coordination of NGOs on disaster management，but also sets a new stage of comprehensive cooperation for interstate organizations and NGOs in implementing the UN Hyogo Framework for Action.
