This paper briefly reviews the general attitude and policy trend of the governments around the world on their people residing abroad,focuses on diasporas engagement and soft power formation and development in migrant sending countries which has huge emigrant flow and stock like Britain,Italy,Ireland,India,Mexico,and Philippines.The main purpose of the author is to expand our thinking space,learn from international experiences,ponder upon certain phenomenon of regularity in transnational migration so as to get a broader perspective for overseas Chinese policy making in the globalized world.As to the current research on overseas Chinese and soft power,this paper suggests that we should break through the outdated traditional ideas,avoid to be unconsciously trapped in hegemony theory ,do our best to construct our power of discourse base on scientific research. <<
