2012年,中国的国家财政性教育经费占国内生产总值的比例首次突破“4%”,实现了1993年提出原计划在20世纪末实现的“4%”目标,距今已整20年,标志着教育财政新阶段的开始。本文以“充足”和“公平”为评价维度,结合20年来的主要财政政策,对中国的教育财政投入历史情况进行了回顾、评价和分析。继“4%”之后,中国教育财政投入面临的问题仍然是如何从制度上保障教育财政投入的充足、公平和效率。
<<In 2012,the ratio of national education financial budget to GDP firstly broke“4%”. It realized the goal of“4%”which was stated in 1993 and supposed to be reached in the end of the 20th century. It has been 20 years since then,and it means the beginning of the new phase of education financial policy. This article takes“adequacy”and“equality”as evaluating dimensions,with major fiscal policy in 20 years,to retrospect,to evaluate and to analyze the history of Chinese education financial investment. This article points out that following the“4%”,Chinese financial investment still face the problem that how to guarantee the adequacy,equality and efficiency of the financial inve-stment.
