The spirit of profile of the State Council has been implemented throughout the country to restore and construct small schools since 2012. Local regions take exploration and practices related to school conditions improvement，innovation of education administrative mode，supply and stabilization of small school teachers，teaching quality improvement，and closeness to community. The exploration and practices laid the political foundation for the construction of small rural schools in the future.
