Education and training institutions are playing an important role in satisfying the public needs of alternative education. Education and training market with diverse types of organizations，abundant training contents and various training modes has come into being. However，the quality of the service in education and training institutions needs improvement. The structure has not been organized. Unclear understanding and definition of education and training industry is the main obstacle of its healthy and sustained development. In the future，with regulative and supporting policies，we should promote the development of education and training industry and support the development of education and training institutions through various policies，to make full use of the administrative and service functions of education and training organizations.
