The development of technology-based small and medium-sized enterprises （TSMEs） is of great importance for restructuring the economy in Beijing，enhancing the sound development of private economy，facilitating the development of science and technology，and pushing the transformation of scientific and technological achievements into real productive forces. Continuously improving the policy environment has been a very important aspect in the development of the TSMEs. To improve the relevant policies further，serve the sound development of the TSMEs and create a favorable policy environment for the TSMEs，the research group of Beijing Industrial and Commercial Federation conducted an all-sided investigation into the current situation of the TSMEs，analyzes the real policy environment for the enterprises in a comprehensive way，and put forward some corresponding policy recommendations. <<
