Through various cooperation such as planning，transport，tourism，environmental protection，industry，commerce and trade，statistics，finance，etc.，Shaoxing municipal government sped up the process of urbanization in Hangzhou metropolitan circles to some extent，optimized allocation of element resources，and also promoted Shaoxing’s own sustainable new-type urbanization development. This paper researches on the key issues，constraints and objectives of the urbanization development in Shaoxing，clarifies the ideological issues in theory，provides some countermeasures and proposals for decision-making on the operation，which has the vital practical significance.
