This study starts from the perspective of Guangzhou，focuses on the comparison among Beijing，Shanghai and Guangzhou，and provides scientific analysis of underlying causes of gap formation，and then proposes countermeasures of Guangzhou. To keep up with the development of Beijing and Shanghai，the report finds that Guangzhou should take five major strategies in future. The first of all is to expand “advantages”，including advantages in factors and capital.The second is to stand “high”，grabing economic vantage point，and enhencing control force of high-end. The third is to develop “far”，focusing on expanded hinterland to grow itself. The fourth is to fill “deficiency”，breaking through weaknesses. The fifth is to nurture “the power of source”，fostering new sources of economic growth.
