In recent years，with the continuous advancement of democracy and legal system，there is a pressing need for the people’s congress to strengthen the substantial examination and oversight of government budgets. Based on the practice and exploration of Guangzhou Municipal People’s Congress，the thesis puts forward suggestions on tightening the examination and oversight of all government budgets and final accounts against the current major problems fand in the actual practice of the people’s congress.
