this report conducts a comparative evaluation among Shanghai，Beijing and Guangzhou curbing vehicle purchase policy，finds that curbing vehicle purchase policy has a higher effectiveness and efficiency in the early stage，but lower in legitimacy，fairness and response. Moreover，with the policy implementation，the derived negative social effect will gradually emerge. The report suggests that a performance evaluation of the curbing vehicle purchase policy and improve the relevant supporting policy system is needed，and abolish this policy timely.
