This report analyses the approaches，difficulties and dimensions of cultural system reform in Panyu District. By examining the functions，models，mechanisms，resources and effects，it proposes suggestions on deepening the reform of cultural system by the transformation of management mechanism，from building culture to managing culture，from a direct and micro approach to an indirect and macro approach，from a stiff model to a vibrant model，from a good management of talents to a good usage of talents，from seeking credits from the experts to the public.
