The unified social security is a fundamental support of urban-rural integration，and it is also an objective measurement of urbanization quality. Beijing has achieved considerable progress in this area，but still confronted with difficulties. For example，the regional welfare gap of social security is hard to cover，the single breakthrough of unified social security without the accompaniment of other elements of urban-rural integration is impossible. The government should try to creative a progressive institutional system to adapt to the periodicity of integration.
