The image crisis of provinces and municipalities are made up of five parts：public security problems；social order problems；ecological environment problems；public service problems and officials’ quality problems. These five aspects constitute the Risk Map. At present，the analysis of the image crisis degree and social responsibility accident rate shows that the three most prominent problems are public security，social order and public service. As regards the image crisis response of provinces and municipalities，the key is to be committed to solve those image injustice problems，to rectify and reform the image death problems，to build a comprehensive management system，combined with the regularity from the Risk Map.
