In recent years，Henan vigorously promotes the construction of industrial cluster district.After several years of development，the scale of industrial cluster district continues to expand，industrial clusters continue to increase，the function of infrastructure and public service makes continuous improvement，and population and employment capacity are expanding.But there still exist some problems such as scattered layout，fierce competition from homogenization，outstanding “semi urbanization” phenomenon，not sound mechanism in population concentration etc.Industrial agglomeration and population concentration is a global historical process，related experts and scholars at home and abroad studied from different perspectives，and they put forward many persuasive theories for the cause of industrial agglomeration and population transfer，advantages created by agglomeration，the public policy of industrial agglomeration and population concentration，and so on.Based on an analysis of the industrial and population concentration condition，according to theories about agglomeration economy and population concentration domestically and in foreign countries，following the law of development，relying on comparative advantages，we put forward suggestions to accelerate construction of industrial cluster district，promote the concentration of population and strengthen service management：optimizing the space layout of industrial cluster district，building leading mechanism of industrial agglomeration，strengthening the public service and management，innovating system and mechanism and making classified guidance.
