After the reform and open-up in 1978，Henan has adopted open-up as the basic provincial policy.Based on this policy，Henan has implemented the open-up-oriented strategies to construct an “open-up system” through which remarkable progresses have been achieved in open-up and socio-economic development. However，the scale of open-up-oriented economy is comparably small.Moreover，the open-up system，which is crucial to Henan’s open-up process especially when Henan is facing new international and domestic challenges，has not yet been built.It should be noted that reform and innovation are of the most importance during the building of open-up system.This research，based on systematically analysis of the experience，conflicts and problems in Henan’s open-up process and industrial transformation，proposes suggestions in how to speed up the building of “open-up system”.
