城镇基础设施投融资改革的方向是市场化。但作为公共物品,其市场化存在基本约束,不能直接简单地推向市场。在这方面,先进国家和地区依据新公共物品理论,形成了以项目区分理论和可销售评估方法对城镇基础设施项目分类市场化运作模式,将城镇基础设施建设项目分为非经营性项目、准经营性项目和经营性项目,并按照项目的属性确定项目的投资主体、运作模式、资金来源渠道及权益归属等,进行多元化融资建设,很好地解决了公共物品建设资金短缺、政府财政负担过重及运营效率不高等问题,因而成为世界潮流。我们应借鉴先进国家的成熟经验,将项目区分理论运用于城镇基础设施投融资,构建政府主导、利用市场化机制引导社会资本合作共建的项目分类管理机制,推进城镇基础设施投融资市场化。同时,深化改革,创造并完善项目市场运作基础条件,加快城镇基础设施投融资领域改革创新步伐。
<<Urban infrastructure investment and financing reform should go in the direction of the market orientation.But as public goods,there is a basic constraint in its marketization.In this regard,advanced countries and regions formed a market-oriented operation mode by the project division theory and sales assessment method which on the basis of the new theory of public goods for urban infrastructure project classification.The urban infrastructure construction project is divided into non—operating item,quasi operational item and business item.According to the project properties,we defined the investment subject,operation mode,the source channels of funding and equity ownership,so that the diversification of financing construction solves the shortage of construction funds of public goods,government financial burden and the low operational efficiency,and thus becomes the world trend.We should learn from the mature experience of advanced countries,applied the project distinguish theory to the urban infrastructure investment and financing,project classification management mechanism in the construction of government led,guide the construction and use of social capital cooperation on the market mechanism,promote the urban infrastructure investment and financing market.At the same time,deepen the reform,establish and improve the basic conditions of project market operation,speed up the pace of reform and innovation in the urban infrastructure investment and financing field.
