本文旨在探讨起源于英国的文化创意产业如何在世界各国开花结果,尤其中华文化具有深厚的底蕴和悠久的历史,两岸在不同的政经环境中,同时都搭上这股文化创意产业的时代潮流。大陆自1998年起陆续在中央正式文件中,提出文化经济政策的概念与战略;台湾则从90年代进入小区总体营造等多个阶段,才使文化创意产业的概念成形。两岸随着各种文化产业政策的不断出台,从产业特色、发展基础、市场需求等方面来看,已进入发展的黄金期,文化产业总量及占GDP比重不断提升。
本文试图分析大陆与台湾文化产业的集群模式,以两岸的文化创意产业园区,如自发性生成聚落的“上海田子坊”、由下而上政府主导的“北京中关村”和具文创旗舰基地,强调美感创新、人文感动的台北“华山1914文创园区”为例,探讨各自发展特色和差异性。
同时分析两岸具有文化创意潜力的三十六个城市,在加总“文化软、硬实力”模式后,获致的“城市文化创意竞争力”总指标所显示出的国际竞争潜力,从而促进文化创意产业的全面开展,以文化经济取代代工经济,利用中华文化悠久的历史资本,加上集群文化产业园区的聚焦,关切由下而上的在地美学经验的提升,以期进入一个新文化立国的时代。
<<This article aims to explore the origins of the cultural and creative industry in the UK and how they blossom in the world. China has rich cultural heritages and a long history. The mainland and Taiwan all jump to the wagon of cultural and creative industries despite their different political and economic conditions. The mainland raises the concept and strategy of cultural economy policy in official documents since 1998,hile Taiwan develops the concept from the 90s. The mainland and Taiwan are all developing cultural and creative industries into the golden era.
At the same time,we also try to analyze the cluster of cultural and creative industries both in the mainland and Taiwan,in order to explore their characteristics and differences. For instance,shanghai “Tian Zi Fang”is a voluntarily aggregated cluster,“Beijing Zhongguancun Villageis is led by the government from bottom to top”,and Taipei “Huashan1914 Creative Park”is a flagship base,hat emphasizes the innovation of beauty,and humanistic concern.
Meanuhile,an analysis of 36 cities with cultural and creative potentials is included.A model of soft power and hard power is employed to obtain the total indicators of cultural and creative competitiveness of the city,which displays the potentials for international competition.With the rich historical heritage and cultural capital,the focus on the cluster of cultural industrial parks,as well as the enhancement of the aesthetic experience from bottom to top,we may promote the comprehensive development of cultural and creative industries and replace the industry-based economy with cultural economy,thus entering into a new age of invigorating the nation through culture.
