一国政府在出版图书输出方面的推动作用很大程度上决定着出版业“走出去”的强度与速度。在世界主要国家出版业“走出去”政府推动因素中，美国政府通过间接机构来实施隐性政策推动图书出口，运用调控、图书进出口免税、投资和基金等法律、税收和财政方式鼓励图书贸易。其主要特点是政府很少直接进行干预。英国政府主要是借助语言优势，倡导“出版无国界”观念，并设多个机构合力支持图书国际版权交易。此外，英国政府和出版商还非常重视出版业网络国际营销。法国政府在推进图书出口中发挥独特作用。其专门设立出版业管理部门以及通过出版协会来积极推动图书出口。同时利用拨款资助、减免税收和低息贷款及海外知识产权维权来推动图书出口。加拿大政府通过立法渠道限制外资进入加拿大出版业，并通过资助激励扶持项目、图书海外推广和版权贸易及知识产权保护等举措，在英美夹缝中扶持出版“走出去”。日本政府主要扶持漫画出版业，将动漫作为一项重要的出口产业。在扶持政策上，政府把漫画出版和动漫业列为文化产业发展的核心。在法律保护上，日本政府起步较早且工作细致。在资金扶持上，日本政府重点突出、富有远见。在机构设立和人才培养上，日本政府具有务实精神以及全球意识。以上对世界主要国家出版业“走出去”政府扶持因素的研究，对推进中国图书“走出去”具有重要理论价值和实践意义。
<<The support from the government is vital in deciding the strength and speed of exporting book publications.Within the “go global” incentives of major publishing countries，the United States conducted invisible policies through second-hand organizations so as to promote book exportation.It also applies regulations，such as the duty-free policy for the import and export of books，investment and funding laws，tax revenue and financial polices to encourage book trades.The key feature of these regulations is the indirect control of government.The British government，due to its language advantage，advocates the concept of “publishing across borders”. A number of institutions are also established to jointly support international copyright issues of book trading .In addition，the British government and publishers attach great emphasis on online international marketing.The French government also plays a unique role in supporting book exports.Managerial organizations in publishing industry are specially established.Publishing associations are also invited to promote book exportation.Besides governmental subsidies，a number of policies are adopted to help export books，including reduction of tax，low-interest loan and protection of intellectual property abroad.The Canadian government sets up laws to restrict foreign capital in Canadian publication industry.It wishes to help the publishing industry“go global” aside the UK and the US by subsidizing supporting projects，international promotion of Canadian books，copyright trading and protection of intellectual property.The Japanese government mainly supports comics industry and considers comic and animation industry the core one within its cultural industry.In the field of law protection，the Japanese government starts early and is very thoughtful.It is also quite prudent in capital subsidization.In terms of establishment of organizations and training of talents，the Japanese government is practical and full of global awareness.The study of governmental support incentives for“going global”in major publishing countries can provide valuable theories and practical significance for Chinese books to“go global”.
